*ORGANIZATIONAL OVERVIEW*

*POSITION DESCRIPTION*

The Center for Democracy and Technology is seeking a policy analyst with a
technical background to work in support of CDT’s Internet civil liberties
mission with a focus on privacy and network neutrality. The job offers an
exciting opportunity to help shape public policy on important issues of the
digital age. This position is located in CDT’s Washington, DC office..

*RESPONSIBILITIES*

   - Conduct original research into the inner workings of new and existing
   Internet technologies, with an eye towards understanding their policy
   implications;
   - Support CDT’s Chief Computer Scientist and other staff in formulating
   and articulating policy positions, with a specific focus on technical
   content;
   - Engage with engineers and other technical staff working at technology
   companies, within standards bodies, and in other organizations that
   collaborate with CDT;
   - Write policy papers, reports and other pieces about current issues
   affecting the Internet and civil liberties;
   - Continuously track emerging Internet applications and services to
   determine potential policy issues they may raise; and
   - Develop online resources, including widgets, applications and other
   tools, that help empower Internet users or that illuminate a policy issue.

The Technical Policy Analyst will likely be initially assigned to a team
focusing on privacy, one of CDT’s core substantive projects, with the
expectation that the analyst will develop an in-depth understanding of the
connection between technology and policy.

*QUALIFICATIONS*

The Technical Policy Analyst is a junior professional position, designed for
candidates with up to 5 years experience after graduation from an
undergraduate or graduate degree program. An ideal candidate would have the
following characteristics:

   - Undergraduate or graduate degree (or work experience) in computer
   science or a similar field;
   - Detailed technical understanding of how computers and the Internet
   work;
   - Demonstrated interest in technology policy;
   - Ability to explain technical concepts in understandable terms;
   - Excellent verbal and written communication skills;
   - Exceptional planning and organizational skills;
   - Attention to detail and resourcefulness;
   - Self-motivation; and
   - A dedication to CDT’s mission of keeping the Internet open, innovative
   and free.

*COMPENSATION*

Salary is commensurate with experience and is competitive with public
interest and government pay scales. CDT also offers excellent benefits,
